Essential service vehicles granted free movement on election day
Kathmandu – The Election Commission has clarified that vehicles carrying essential goods and providing critical services will not require permits to operate on the day of the House of Representatives election scheduled for March 5.
According to the Commission, the decision has been made to ensure the uninterrupted supply of daily necessities and smooth delivery of vital services during polling. The provision has been outlined in the Vehicle Permit Procedures, 2082.
Essential Goods Transport Allowed Without Pass
Vehicles transporting drinking water, milk, fruits, vegetables, fish, meat, and petroleum products will be allowed to operate without restriction to maintain regular market supply chains.
Similarly, vehicles engaged in telecommunication, electricity, drinking water, and sewage maintenance services will be exempt from permit requirements.
Health and Emergency Services Exempted
Hospital-related transportation, including vehicles used by doctors and health workers traveling between home and workplace, will also be allowed to operate freely.
However, it has been recommended to the Government of Nepal that such vehicles be used strictly for their intended purposes and should not carry unrelated passengers.
Airport Travelers and Vulnerable Groups Included
Passengers traveling to and from domestic and international airports will not require vehicle passes. Vehicles assisting pregnant women, persons with disabilities, senior citizens unable to walk, and one accompanying helper will also be permitted to operate without restriction.
Diplomatic, Observer, and Media Vehicles Allowed
Vehicles belonging to diplomatic missions bearing ‘CD’ number plates will be permitted smooth movement. Likewise, election observers carrying identity cards issued by the Commission within designated areas, monitoring teams from the National Human Rights Commission, and media personnel holding valid press passes will be exempt from permit requirements.
Integrated Vehicle Movement Desk Established
To coordinate vehicle operations effectively, an Integrated Vehicle Movement Desk has been established at the Commission’s premises in collaboration with the Ministry of Home Affairs and the District Administration Offices.
Vehicle passes authorized by the District Administration Office Kathmandu, District Administration Office Bhaktapur, and District Administration Office Lalitpur are being distributed through the same facility to streamline arrangements and avoid confusion among service providers.
All other vehicles will require official permits to operate on election day
