Government plans Biweekly salary payments for Civil Servants
Kathmandu-The Government of Nepal is preparing to introduce a system that would allow civil servants to receive their salaries and allowances every 15 days instead of the current monthly schedule.
The Ministry of Finance made a ministerial-level decision last Friday and has already instructed the Office of the Comptroller General to make the necessary arrangements. Comptroller General Shobhakanta Paudel confirmed that a circular has been issued and that implementation will begin soon.
According to the ministry, the move aims to ensure timely cash flow in the hands of employees and to help stimulate economic activity.
Legal Amendment Required for Implementation
At present, government employees receive their salaries and benefits on a monthly basis, typically deposited into their bank accounts during the last week of each month.
However, to implement the biweekly payment system, amendments to existing laws will be required. Current provisions in the Civil Service Act stipulate that employees are entitled to receive salaries and allowances after the completion of each month.
“A legal amendment is necessary before introducing payments every 15 days,” a Ministry of Finance official said. “The existing law clearly states that salaries and allowances are paid on a monthly basis.”
The government is currently in the process of finalizing the Federal Civil Service Act, which is expected to include provisions for the proposed biweekly payment system.
Sources at the ministry said that preparations are being made in advance so that the policy can be implemented as soon as the new law is passed.
