Kathmandu – Acting President of the Computer Association Nepal (CAN) Federation, Chiranjibi Adhikari, has filed a complaint against General Secretary Chandrabilas Bhurtel at the District Administration Office, Kathmandu, seeking necessary action over alleged violations of the federation’s statute.
According to the complaint, Bhurtel allegedly took control of the federation’s official email account, institutional and membership records, ASOCIO/WITSA correspondence, financial documents, registration-dispatch book and minutes book without informing other office-bearers. Adhikari has also alleged unauthorized use of personal email accounts and misuse of the federation’s letterhead, logo, seal and digital identity.
Adhikari said he had previously filed a complaint with the Nepal Police Cyber Bureau after repeated requests to resolve the matter were allegedly ignored. The complaint also alleges that Bhurtel disrupted an office-bearers’ meeting, closed the office by granting employees leave without authorization, and failed to respond when the Central Executive Committee sought an explanation.
Adhikari has requested action under Section 6 of the Institutions Registration Act, 2034, and Article 28 of the CAN Federation Statute, 2070. He submitted copies of the federation’s registration certificate, statute, citizenship documents and relevant email and WhatsApp communications with the complaint.
