Kathmandu DAO enforces Holi restrictions citing election security concerns
Kathmandu: Disciplined and peaceful celebrations of Fagu Purnima (Holi) have been urged by the District Administration Office (DAO), Kathmandu, with a warning having been issued against activities that could disturb public order or breach the Election Code of Conduct.
A public notice has been issued on Falgun 18 extending greetings to all Nepalis and underscoring the cultural and historical significance of the festival. Concern has also been expressed over the growing trend of extravagant programmes and disorderly conduct during Holi in recent years.
In the notice, the public has been requested not to engage in hooliganism, public disturbances or quarrels. The forcible application of colours, the throwing of water balloons (lolas) or splashing water against anyone’s will, and alcohol consumption in ways that undermine family life, social harmony and public decorum have been discouraged. It has been cautioned that such actions could affect peace and security.
With the upcoming House of Representatives election in view, a reminder has been issued that, under the Election Code of Conduct, 2082, party symbols, logos or candidate images must not be displayed during rallies or public gatherings. The wearing or carrying of items such as vests, T-shirts, caps, scarves and other clothing bearing election symbols has been stated to be strictly prohibited during Holi.
The DAO has clarified that Holi may be celebrated within homes or private compounds, provided that inconvenience or obstruction to others is not caused. However, gatherings on public roads, the organisation of fairs or concerts, stage-based programmes, and the sale or consumption of alcohol in public places have been restricted, particularly due to election-related security considerations.
Legal action has been stated to be taken against individuals found involved in unruly or unlawful activities, in accordance with prevailing laws.
