Government Moves to Mandate Black Number Plates for Ride-Sharing Vehicles
Kathmandu: The Government of Nepal has introduced a new provision through the latest Financial Act, prohibiting motorcycles and scooters with red number plates from operating ride-sharing services.
Under the new arrangement, two-wheelers must now be officially registered as commercial public transport vehicles to provide ride-sharing services. According to the Transport Management Act, 2049, such vehicles are required to obtain black number plates, which are designated for commercial use.
The government has also introduced an annual income tax requirement for registered ride-sharing two-wheelers. The tax has been fixed at Rs 3,000 per year.
Until now, ride-sharing services in Nepal have largely been operated by privately registered motorcycles and scooters bearing red number plates. With the implementation of this new rule, all such vehicles must be converted to black plate registration to continue offering ride-sharing services legally.
In addition, the government has announced a 5 percent tax on every ride-sharing transaction, bringing the sector under a formal tax framework for the first time.
The move is expected to regulate Nepal’s rapidly growing ride-sharing industry and ensure greater accountability and legal compliance among service providers.
